Abstract:
The transition from a centralized unitary system to federal governance represents one of the most significant institutional transformations in contemporary Nepal. The Constitution of Nepal, 2015 established a federal democratic republican structure comprising federal, provincial and local levels of government and formally distributed legislative, executive and fiscal responsibilities among them. However, constitutional restructuring was only the beginning of federalization.
